Buy a second-hand kayak
Next time someone wants to get rid of a kayak, put up your hand. It might just turn out to be the cheapest way of having lots of fun.
You can paddle for free on dams such as Emmarentia and Wemmer Pan in Johannesburg, and entry to the Roodeplaat Dam is only R18 per person. The Vaal River has loads of space, but it might be preferable to stay away from the faster stretches until you have mastered the paddle.
In Cape Town, Woodbridge Island in Milnerton is a safe place to play around in the water. Consider attending a time trial at a paddling club if you’re still unsure of where you want to paddle. It’s free.

if you can find what you are after !!! I need a little boat for my daughter age 9 and Guppy's seem like hens teeth in KZN - of course not wanting to pay top dollar to try it out....
